(1) Purpose of call for Investment This plan was incorporated by the Executive Yuan in 2002 as an article under "Development of New Tourist Packaged Travel Routes and New Scenic Spots", under the "Doubling of Tourist Arrivals Plan" of the "Challenge 2008 - The National Development Plan". To induce private investment funds, for the joint development of constructions relating to the "Anping Harbor National Historic Park", a total of four districts are put up for development investment. |
Summary of Plan
The Plan will be effective over a five years period from year 2003 to year 2007, with the government committing an estimate of 3 billion NTD, in anticipation of the development of Anping Harbor into an amusement park for historical visits, with harbor leisure, recreational and shopping activities, expected to attract millions of tourists each year.

(3)Scope of Plan The Plan covers five administrative areas of Anping including Haitao, Guangtsai, Simen, Jincheng and Yu Guang, totaling 13,999 in population and 468 hectares in space.

(4) Objectives and Strategies of the Plan
The overall strategies aimed at the 4 major objectives of historical preservation, ecological conservation, community development and economic invigoration are as follows:
- Strengthen local public awareness towards the history of Anping Harbor history, to display the underlying wealth of history and culture.
- Protect and activate the ecological abilities to establish conditions for future sustained development.
- Supporting fishery, and developing cultural and tourism industries, to strengthen local economy.

(5) Principal Contents of the Plan
The Plan consists of 6 themes to be presented through 14 districts and area sectors:
- History: Fort Zeelandia Historic Park, Historic Settlement, Historic Water Park.
- Nature: Riverside Conservation Park and Harbor Park.
- Community: Anping New Community, Yu Guang Village Community.
- Industry: Aquicultural Production Center, Fisherman Wharf.
- Culture: Building preparations such as Cultural Assembly and Exhibition Grounds, Asia Pacific Museum of Contemporary Art and De-Yang warship museum.
- Economy: Harbor Resort Precinct, Beach Resort Precinct, Yu Guang holiday village and Festival Wharf
